EU Watch List

Substances under EU-wide monitoring for potential future listing as priority substances — typically monitored for 24 months before review.

The Watch List mechanism allows the European Commission to require Member States to monitor emerging substances before formal priority substance listing. Substances are placed on the Watch List by Commission implementing acts, updated approximately every 2 years. Member States must monitor watchlist substances at designated stations for at least 2 years (water) or 1 year (sediment/biota). Data informs future Annex I revisions. Current watchlist candidates include microplastics, AMR indicators, and TFA (trifluoroacetic acid).
